Robert Parra

New Mexico State Lodge President

Robert Parra has proudly served as the President of the New Mexico Fraternal Order of Police for the past 4½ years, leading with a deep commitment to protecting the rights, welfare, and professional standards of law enforcement officers across the state.

Born and raised in Deming, New Mexico, Parra is a graduate of Deming High School and earned his Bachelor of Science in Administration of Justice from Western New Mexico University. Law enforcement runs deep in his family, and his own career spans over 30 years in the criminal justice system, including roles in law enforcement, civil administration, criminal defense, and civil rights advocacy.

Parra currently serves as Undersheriff for the Doña Ana County Sheriff’s Department, where he continues to demonstrate leadership and integrity in service to his community.

As State President, Parra—working closely with NMFOP Labor Services—is a tireless advocate for New Mexico’s law enforcement professionals. His focus is on ensuring fair working conditions, supporting officers’ rights, and promoting the overall well-being of those who serve and protect.

Outside of his official duties, Robert finds balance in the outdoors, where he enjoys hunting and staying active at the gym. A strong believer in faith and family, he is a practicing Christian and often finds peace and inspiration playing Christian songs on his acoustic guitar.

  • Kenneth “Flint” Kesterson was born and raised in Springdale, Arkansas, where he graduated from Springdale High School in 2004. He began his law enforcement career in 2012 with the Tatum Police Department in Texas, where he served with distinction and rose to the rank of Sergeant. He later continued his public safety service with the Rusk County Sheriff’s Office in Henderson, Texas, before moving to New Mexico and joining the Ruidoso Police Department in 2016.

    During his tenure with the Ruidoso Police Department, Flint earned the rank of Patrol Corporal and took on several important leadership and training roles. He served as a DWI/SFST Instructor, General Instructor, EVOC Instructor, and Field Training Officer, helping develop and mentor officers while promoting professionalism, officer safety, and excellence in law enforcement service. In 2025, Flint transitioned to the New Mexico State Fire Marshal’s Office, where he currently serves as a Fire Investigator.

    Flint has also been a dedicated member and leader within the Fraternal Order of Police. In 2021, he became a founding member of Old Lincoln Lodge No. 25 and has served as the lodge’s local president since its inception. His continued commitment to the FOP and its members led to his election as New Mexico State Lodge Secretary in 2026.

    Beyond his professional service, Flint remains deeply involved in his community. He is a member of the Lincoln Volunteer Fire Department and Ruidoso Lodge No. 73 AF&AM. Above all, Flint is a proud family man who values faith, service, and hard work. When he is not serving his community or the members of the FOP, he enjoys spending time outdoors, working on his tractor, and keeping his yard in shape—because apparently, retirement hobbies started early.

  • Robert “Radar” Radosevich has been a proud member of the Fraternal Order of Police since 1982, joining Albuquerque Lodge #1 shortly after graduating from the inaugural Bernalillo County Sheriff’s Academy. Over the years, he has held numerous leadership roles within the FOP, including Lodge #1 President, Vice President, Treasurer, Agency Trustee, and State Trustee.

    Today, Radar serves as both the National Trustee and State Treasurer for the New Mexico State Lodge. His dedication extends to the national level, where he has actively contributed to various FOP committees since 1999. He currently serves on the National Disaster Relief Assistance Committee, helping officers and their families in times of need.

    A lifelong New Mexico resident and U.S. Army veteran, Radar brings decades of public service experience to the FOP. He served 20 years with the Bernalillo County Sheriff’s Department and 18 years with the Albuquerque Police Department. His commitment to community leadership continued when he was elected to the Rio Rancho City Council, serving from 2002 to 2006.

    Radar currently represents law enforcement as a Governor-appointed member of the New Mexico Judicial Standards Commission, ensuring ethical oversight within the state’s judiciary.

  • Tobias M. Gallegos was raised in Albuquerque’s North Valley and proudly began his law enforcement career with the Albuquerque Police Department in 1986, continuing a long-standing Gallegos family legacy in public service. Over the course of an extraordinary career spanning nearly four decades, he served in Uniform Field Services, Criminal Investigations, and the Bicycle Unit, building a reputation for dedication, integrity, and leadership.

    Tobias first retired in 2008 as a Violent Crimes/Robbery Detective, but his commitment to serving the community brought him back for an additional 15 years as a uniformed field officer and training officer. He officially retired in 2023, having devoted the majority of his life to protecting others and mentoring the next generation of officers.

    From the moment he graduated the police academy, Tobias became an active member of the Fraternal Order of Police, serving in every executive board position and leading Albuquerque FOP Lodge #1 as President for more than ten years across multiple terms. At the state level, he has served as New Mexico State FOP Conductor, Vice President, and now holds the dual roles of State Chaplain and State Labor Director.

    Tobias brings powerful firsthand experience to his advocacy. Having personally endured political injustice and exploitation, he understands how easily law enforcement officers can be misled or mistreated. Through the unwavering support of the FOP, he was vindicated and returned to duty—twice. That experience fuels his passion today as a fierce advocate and steadfast defender of members’ rights.

    In late 2024, Tobias assumed the role of New Mexico FOP Labor Director with a clear mission: to protect, empower, and unite FOP members across the state. He is committed to open communication, education, and action. Under his leadership, the Labor Committee stands firm in its duty to defend members against illegal actions and ensure every officer’s voice is heard.
